The Office of the Chief Financial Officer (OCFO) is the steward of the Government of the District of Columbia’s (District’s) finances. Since its creation in 1996, OCFO’s mission is to ensure the financial integrity and long-term fiscal health of the District. OCFO accomplishes this mission by ensuring balanced budgets, unqualified or “clean” audit opinions, and access to quality credit markets with high and improving bond ratings.
OCFO’s operational responsibilities include forecasting the District’s revenues and financial condition, developing and managing the District’s budget, administering the District’s taxes, and executing and recording the District’s financial transactions. In addition, OCFO administers the District’s lottery and gaming programs, and oversees the finances of the University of the District of Columbia and the Washington Convention and Sports Authority (Events DC).
We are in search of a Banking Analyst. This position is located in Office of the Chief Financial Officer (OCFO), Office of Finance and Treasury (OFT), Banking Services Unit. The incumbent is responsible for ensuring that the District's collateral requirements are maintained by all financial institutions holding District funds. The incumbent utilizes external banking systems and internal resources to reconcile collateral pledged by financial institutions.
Duties include, but are not limited to:
Banking, Treasury and Analysis
- Maintaining updated computerized databases on all accounts holding District Government funds.
- Managing controls on closing and opening District bank accounts.
- Executing and examining bank service related contracts.
- Ensuring that financial institutions audit reports are remitted to the District on a timely basis.
- Communicating with financial institutions and internal District agencies.
- Developing and analyzing various reports relative to banking/financial data.
- Responding to internal and external issues/inquiries where sensitivity is required to facilitate positive relationships.
- Performing other related duties as assigned.
Administrative Duties
Performs other related duties as assigned.
Minimum Qualifications: Three (3) years of progressive work experience performing duties related to banking, including ensuring the accuracy, compliance, and maintenance of bank account records; analyzing financial or banking data and related reports; supporting compliance with banking or treasury regulations, policies, or internal controls; communicating with financial institutions or internal stakeholders to resolve account, transaction, or documentation issues; and utilizing financial systems or banking platforms to assist with researching, validating, or processing financial information. Certified Treasury Professional (CTP) certification a plus.
